ADA Title II
Updated regulations under the require that all public entities, including educational institutions, ensure that web and mobile services meet by April 24, 2026. WCAG is a set of international standards that apply across all types of digital content.

The following types of digital content must meet Title II accessibility standards by April 24, 2026. Visit the Accessible Technology site for resources and best practices.
- University websites and any uploaded documents or media
- Digital flyers
- Forms
- Mobile apps
- Social media posts
- Canvas course content
- PDFs
- MS Word documents
- Presentations and slides like PowerPoint
- Forms
- Excel spreadsheets
- Images
- Quizzes
- Discussions in online courses
- Assignments
- Videos and pre-recorded lectures used for instruction
- Digital course packets,
- Third party tools used for instruction such as publisher content, eLearning content, and digital textbooks
- Archived Web Content: Content kept for reference, research, or record-keeping and properly marked as archival. This content must be in a section of the website clearly designated as archival and cannot be updated after archiving.
- This can be used when a website unit is no longer maintained, or when groups of outdated content is originally digitized. This cannot be used for single files or webpages. These pages should be reported to ati-compliance@csulb.edu for tracking.
- Conventional Electronic Documents: PDFs and other files archived for reference, research or record-keeping that are no longer relevant to accessing programs, services or activities of the campus. This is defined broadly; if this provides information to engage in any educational or shared governance, student or public focused service, or otherwise supports an active program, service or activity, it must be accessible. This is primarily to reduce the burden of remediating outdated documents like previous year annual reports, schedules, and event flyers.
- This can be used for any documents not necessary for current activities of the institution. This can be used for specific documents and should be marked as "exempt" in the Drupal Document Tracker by your primary web contact. These documents must be reviewed and confirmed to be accessible.
- Third-Party Content: Content posted by third parties with no contract with the University, like public comment forms and bulletin boards.
- Password-Protected Documents: Bills, transcripts, or personalized files that are exported from an information system for specific individuals are exempt.
- Systems that develop bills, transcripts, or other personalized content are expected to comply with ADA Title II and should have an effective communication method identified in the accessible interface, in case someone needs an accessible format.
- Old Social Media Posts: Posts made before April 24, 2026, do not need to be updated.
- Social Media posts should include text alternatives to any videos and follow the best practices on Social Media Accessibility.
Take these small steps now to prepare for the Title II deadline and get a head start on meeting compliance regulations.
- From now on when creating new digital content, follow best practices.
- Remove old or unused documents from your site or course that are no longer needed.
- Convert PDF documents on your website or course into web or Canvas pages using best practices for accessibility.
- Move videos to Kaltura to simplify captioning. Kaltura will automatically caption uploaded videos at approximately 90% accuracy. You can then edit the Kaltura captions manually to reach 100%.
- Ensure that all software used by students or the public is reviewed through the PCR process, even if there is no cost.
